The future of Forest Europe | |
According to the Oslo Mandate adopted by the Forest Europe signatories, the negotiations of a legally binding agreement for European forests were to end with the closure of the 4th Session of the Intergovernmental Negotiating Committee (INC) held in Geneva in November 2013. The 4th INC ended without an agreement, due in particular to a lack of agreement on the secretariat arrangements. Nevertheless, in preparation for the Forest Europe Expert Level Meeting (ELM) in February 2014 where Spain was to present on their organization of the Extraordinary Ministerial Conference, there were still ongoing discussions among the parties on how to improve on the outcome of the negotiations. Indeed, at the ELM (Valladolid, 4-5 February 2014) informal discussions were proposed to take place in the margins of the meeting. However, there was no agreement on the process to hold informal negotiations leading up to the Extraordinary Ministerial Conference, mostly consisting of a disagreement over the need for an additional INC session. Spain did not offer a date for the Ministerial Conference and it is not known if there will be any further followup on the final use of the draft text of the legally binding agreement. |
